User Involvement

It is now a requirement by the National Treatment Agency (NTA) that Drug Action Teams (DAT) and those responsible for the commissioning of drug and alcohol services ensure that the views and experiences of service users are incorporated into the development, delivery and commissioning of those services.

The NTA has placed high priority on the involvement of users and carers in the design, planning and monitoring of local treatment systems. This is not only to address the historic marginalisation of these groups, but reflects growing evidence that user and carer involvement results in improved access, retention and client outcomes.

In Grid 8 of the treatment plan that they are required to submit to the NTA, DATs are required to detail how they will involve service users in their work.

They are expected to demonstrate how they will work towards developing:

  • a service user and carer involvement strategy

  • advocacy and support services for service users and carers

  • service user and carer membership of groups

  • consultation into action.

Partnerships should have a clear strategy matched by an implementation plan to involve users, carers and ex-users at all levels of planning and delivery. However many DATs and partnerships fail or struggle to develop any kind of meaningful partnerships with users and carers to develop sustainable involvement of these groups.

This course provides an opportunity to reflect on these issues, encouraging participants to draw on their own experience of working in drug and alcohol, mental health or community services. By working with colleagues from different parts of the service spectrum, the course aims to support networking between those responsible for developing strategies and those responsible for implementing them.

LEARNING OBJECTIVES

  • To understand what user involvement and advocacy is.

  • To review different practice models and what’s currently being done.

  • To encourage networking and inter-agency discussion about the development of a locally based strategy.

  • To look at the problems of developing a local user involvement and advocacy strategy.

  • To develop an action plan to take the work forward.

  • To look at how to develop and monitor robust service level agreements to ensure that providers involve users and carers in the delivery of their services.

  • To be able to involve users and carers in the planning and decision making infrastructure of the partnership.

  • To be able to ensure that clients and carers have access to appropriate advocacy services.

  • To be able to ensure that users and carers are involved in the development of the annual treatment plan, establishment of priorities and monitoring of performance.

  • To be able to promote the involvement of individuals and groups by promoting involvement through adequate resources and investment including, for example, participants’ expenses, child care and transport and the provision of grant aid/funding to local user and carer groups.
